"Previous alignment..." error won't disappear

Hi and hope you can help me sort this out!
When our customer is trying to increase the number of licenses for an active subscription there’s a "Previous alignment is still pending, no further alignments possible" error. We’ve tried the ‘increase subscription item quantity’ and ‘update subscription item’ APIs but keep getting the message ☹ Has anyone dealt with something similar? What can we do to resolve this?
